  As early as 1914, at the Olympic Congress in Prague, a preliminary vote had failed to decide between Antwerp and Budapest, candidates for the 1920 Olympic Championship. As soon as the armistice was signed, Coubertin convened a congress in Lausanne, which had become the Olympic capital in 1915, and Antwerp was confirmed.
