When Tokyo had to withdraw from the 1940 Games, the IOC entrusted the organisation to Helsinki. We know why they could not take place, so at the 1947 Congress it was decided to entrust the organization of the Games of the XV Olympiad to Helsinki. These took place with the arrival of Russian athletes for the first time.
