  By gaining the confidence of the I.O.C., which had preferred it to Detroit, Montreal and Madrid, Munich had promised to make the sporting world forget the deplorable memory left by Berlin in 1936. The Bavarians had dreamed that their Olympiad would be celebrated under the sign of joie de vivre and respect for man as an individual. Alas, history is not in command.
